Which project can connect housing, learning and employment—and who has the authority and capacity to deliver it?
| Work product | Decision it supports |
|---|---|
| Institution, assets and market assessment | Where does the opportunity come from, and which constraints could invalidate it? |
| Three future scenarios | How do the options compare on mission, demand, economics, control and delivery risk? |
| Five priority projects | What belongs first, what depends on other decisions, and what should remain on hold? |
| Partner and capital pathway | Who needs to participate, what must each contribute, and where is the funding case incomplete? |
| 24-month agenda and leadership discussion | Which decisions, investigations and commitments are required next, and who owns them? |

A senior sponsor, a defined decision and access to relevant institutional and property information. Depending on the assignment, this may include existing plans, ownership records, building use, budgets, market work and stakeholder introductions.
The diagnostic is a scoped advisory engagement. The fee, deliverables, participants and timetable are agreed in a written proposal. Technical surveys, valuations, legal advice and transaction execution are separately scoped where needed.
